What in paint causes it to be a ';soft'; white rather than a glaring white... is it texture?

Gloss makes it glare , flat paint makes it soft.What in paint causes it to be a ';soft'; white rather than a glaring white... is it texture?
i think its the amount of titanium. the more of it the brighter
