Can you remove textured paint from drywall with out sanding?

If you are looking at removing ceiling texture from the ceiling , spray with water let sit for 3 or 4 minutes and gently scrape with a 8 inch finishing blade. If the walls are textured and painted, and it is flat latex paint, hot water and the same procedure. If it is a semi gloss or satin or gloss finish , you will have to sand 80% or so of the paint to get to the texture and same procedureCan you remove textured paint from drywall with out sanding?
