The best tip I can offer due to the color change you are considering is to use a good latex primer in white. In order to cover anything in yellow ( a very transparent poor hiding color) is to start from a white base coat. The primer will help block the navy from showing through and will save you the frustration of multiple coats of yellow not doing the job. Just use a good quality paint (not box store offerings). The paint does not need to be textured as you have the profile from the previous texture coat. You may be looking at a three coat process, but it will save you from putting three coats of a yellow and winding up with a greenish mess and having to do it all over again. The primer will help with ease of application over a semi-gloss finish as well. How can repaint on a Textured paint wall?
paint doesn't really matter,

the roller you use does, otherwise you'll have spotty coverage.

Talk to the people at the paint store, they'll be able to help you.
Regular indoor latex will do.Use a roller and may take a couple of coats if it is a dark color
