How do you get rid of/smooth over textured paint that is on the ceiling?

If it is a ';popcorn'; texture, it is not too bad to remove, but it is messy. In this case, you moisten an area, and use a 6'; drywall knife to scrape it off. But then you are left with finishing the drywall joints on the ceiling. There are generally two types of texture used on ceilings, popcorn, which is sprayed on, and the other type is known as a stomped ceiling. A stomped ceiling is just drywall mud, sometimes mixed with paint, and usually has more texture. Both types can be scraped off, and other than the mess off wet drywall, or popcorn neither one is really all that difficult to do.How do you get rid of/smooth over textured paint that is on the ceiling?

Sanding an entire ceiling is back breaking work with questionable results. I would opt to have it covered over with plaster if the ceiling has only been painted with a flat paint it should work call a professional.
you will either have to sand it or have it skimmed(replastered).
sanding a textured paint requires a lot of time and the dust... repainting still retains the texture. try using a paint remover, sand and then reapply paint.
